This would appear to be the full text of Cosmo Russell’s A European Gallery, likely being prepared for publication or distribution by a family member.  While the text is complete, the editorial introduction is not, and there is a section at the back left blank for family members and friends to add their own recollections of events.  

Cosmo Russell, the grandson of Lord Odo Russell, the first Baron Ampthill and son of Sir Odo Russell, the prominent diplomat, was a civil servant and translator.  He saw service in the Second World War; and after the war became a life-long campaigner for European integration, serving first at the Council of Europe in Strasbourg and later at the European Commission in  Brussels,  He founded and edited the European Newsletter, The Living Plant (so named after the words used by Winston Churchill at the inauguration of the Council of Europe in 1950.  These are his memoirs of those hopeful and driven political times, giving an intimate inside account of the institutions created by European leaders in an attempt to prevent war ever occurring again on European soil.
