Published in the USA on the eve of the historic 1960 US presidential elections, this volume turned American diplomat and Connecticut Governor Chester Bowles into a recognised intellectual heavy-weight.  He argues that the American system had stagnated and that sweeping reforms were necessary to counter the twin top challenges of domestic inequality and the global cold War.  Shortly after its released John F Kennedy made Bowles his foreign policy adviser, and Bowles went on the chair the Democratic platform committee, weaving civil rights and economic aid blueprints set out in his book into JFK’s official campaign strategy.
