16pp, stapled booklet. Red card covers (worn, a little marked and small closed tear on lower edge). Fold throughout, previous owner’s name inside front cover and pages showing some signs of fingering but basically clean and sound. Despite the dry title, this is a robust – extraordinary rant against Harrogate’s Municipal Council based on an analysis of its accounts. In doing so, it presents a host of detail regarding local developments, including accounts of income and expenditure for Harrogate’s famous spa waters and pump rooms. There’s a whole section on ‘the legal parasite’: “a happy biting ground for the ever-voracious and never satisfied legal gentry….scarely possible to scrutinise the accounts of any committee without finding the tooth prints of a robust legal bite”. Analysis includes The Harrogate Corporation Act of 1911, and, intriguingly, local illegal trowels.
